The extensive management model has caused the vacuum of enterprises in quota management. Many enterprises in the industry have not established a sound quota management system. How to realize the transition from extensive management to refined and scientific management, it can be said that labor quota standardization is an indispensable basic work.
It is precisely because of the importance of the standard work of the quota, after thorough investigation and discussion, the National Machinery Industry Labor Rating Standardization Committee Wire and Cable Branch (hereinafter referred to as the "Cable Labor Standards Committee") held a working meeting in Shanghai at the end of 2011, the national machinery Leaders and experts from 21 industrial units of the Industrial Labor Rating Standards Committee, Shanghai Cable Research Institute and relevant provincial and municipal local associations and wire and cable manufacturing enterprises attended the meeting, officially launched the industry quota standard setting work, and selected the industry internal quantity. Large-scale, representative products and specifications are the work direction for the industry's first labor quota. After more than two years, he held the May 2012 Kunming Work Conference, the October 2012 Yixing Work Conference, the July 2013 Qingdao Work Conference, the November 2013 Shanghai Work Conference, and the July 2014 Fuyang Work Conference. Under the intensive efforts of all the expert committee members of the Cable Labor Standards Committee, the labor quota standard preparation work has been effectively promoted.

In the process of compiling labor quota standards, the Cable Labor Standards Committee fully considered the differences in product production processes and equipment performance in the cable industry, and did not engage in simple "one size fits all", but from a scientific perspective, for different product series and different process equipment. The labor quota standard model suitable for the production characteristics of its own products is compiled. The standard preparation has a tabular format and a mathematical model, but the general idea is consistent, which is based on the principle of “simplification, unity, coordination and optimization”.
In addition to completing the labor quota standard preparation for these products, the Cable Labor Standards Committee also carries out a series of work from the organizational framework, system construction, business training and promotion and promotion, so as to achieve the purpose of improving the overall quota management level of the industry enterprises. In May 2014, 10 quotas were submitted to the National Labor Standards Board for review. The National Machinery Labor Standards Committee also issued an official document, agreeing to issue the “Wire and Cable Manufacturing Labor Standards” to the industry trial standards, first in the industry. Conducting publicity within a certain range, selecting a certain range of enterprises to carry out the application of advanced standards, and constantly improving until the whole industry is promoted, which indicates that the standard preparation work has achieved stage results.
